4. มีการส่งเสริมเผยแพร่ โดยรวบรวมองค์ความรู้ที่เหมาะสมแล้ว เลือกสรรอย่างพิถีพิถัน นำมาจัดทำสื่อเพื่อทำการเผยแพร่ทางสื่อมวลชนทุกสาขา ตามโอกาสอันเหมาะสมโดยมีเป้าหมายเผยแพร่ในประเทศเพื่อส่งเสริมให้ชาวบ้านนำความรู้ภูมิปัญญาไปสืบทอด ปรับปรุงและพัฒนา ให้ทันสมัย ส่วนการเผยแพร่ไปสู่ต่างประเทศก็เพื่อให้เห็นถึงศักดิ์ศรีอันดีงามของปราชญ์ชาวบ้านไทย และเกียรติภูมิของชาติไทยเป็นสำคัญ

5. มีการสนับสนุนคืนภูมิปัญญาให้แก่ชาวบ้าน โดยการยอมรับในการมีภูมิปัญญาของชาวบ้าน ยอมรับในศักยภาพของชาวบ้านให้เป็นตัวของตัวเอง ให้มีอิสระสามารถตัดสินใจได้อย่างมีศักดิ์ศรี เลิกครอบงำชาวบ้าน โดยการยกย่องให้กำลังใจในผลงานที่เขาคิดเขาทำ เป็นการเสริมแรงให้มีความเชื่อมั่นว่าเขามีความสามารถช่วยตัวเองได้เหมือนอย่างอดีตที่ผ่านมา
